We could keep on arguing about things we don't have a same opinion on
for a long them.  Let's try to concentrate on the parts we can share.

I'll make an attempt to shift code from SConf.py to another module
(let's call it Conftest.py for now).  This means all code that uses
SConf.py doesn't need to know about what has been moved.  And it avoids
me having to change more than one SCons file.

The goal is to put those parts in Conftest.py that will grow over time.
All the clever tests and knowledge about various systems that is used
when doing configuration.  The SCons-specific things will remain in
SConf.py, so that I can use the same Conftest.py in Aap.

The interface that Conftest.py provides to the outside world should not
change much over time.  That makes it easier to use it both in SCons and
in Aap.  I'll have to see how this can be accomplished.
