exclusion in file patterns

Perhaps I looked over it in the manual, but is it possible to easily exclude
files in file patterns?
I was thinking of something like this, but perhaps there is another
possibility?
FILES = www/* css/* { exclude = CVS, dirs = no }
:attr {publish = scp://[email protected]//home/www/campaignertool/%file%} $FILES
all: publish
