Like someone else already pointed out, /usr/local is rather unportable. I
presume you mean "the OS-specific place for "extra software"".

Yes, it definitely needs to be removed from there. I've sent a couple of
versions of the libtool module to the list before, I'll send in the
current version (which tries a little harder to find a libtool executable
if the user doesn't specify one, and which knows about version numbers)
this evening.
