{var_*} in actions defined in modules

Consider this:
LDFLAGS=-bong
:ltlib { var_LDFLAGS = -module -avoid-version -no-undefined }
...
Now, the point is that for linking purposes, LDFLAGS from attributes should be
used, not the recipe variable. Except:
Aap: /mnt/src/kde-HEAD/kdepim/libtool --mode=link --tag=CXX g++ -bong -o
conduit_null.la build-FreeBSD4_9_RC/setup_base.lo build-FreeBSD4_9_RC/
null-conduit.lo build-FreeBSD4_9_RC/null-factory.lo
It looks like the new variable lookup code forgets to look in the attributes.
I don't really know where to look for this -- expand() is called from
aap_shell(), but I don't think the problem is at runtime, but at AAP compile
time.
