Currently this isn't done, but it would be reasonable easy to add. We
already support the {mode = nnn} attribute. What would the attribute
for the owner be called? {user = name}? {owner = name}?
The group should be added as well then.
It could work like this:
INSTALL_DATA += afile {mode = 0744} {user = scott} {group = hackers}
