Sorry, I don't understand what you are trying to do here.  At least you
should not prepend $PREFIX to the first argument passed to
install_files(), because install_files() will prepend it for you.
From the docs:

install_files(dir, sources, mode)

    Install the files specified in "sources" in the directory
    "$DESTDIR/$PREFIX/dir".

That's exactly what already happens by default.
