msvc.py patch for DLLs and static libraries - msvc.py.diff (0/1)

Attached is a patch that will allow building DLLs and static library
with MS Visual C++. Looking through the tools files it seems like
they're all doing their own thing, so couldn't identify a "right" way of
doing this. I hope it's OK.
