This looks like a bug.  I can reproduce the problem, thanks for the
clear description.

I'll look into a solution, it is not obvious how the environment is
passed to the executed recipe.

BTW, it's strange to have a recipe execute itself, but I suppose there
is nothing that prevents you from doing it.
