It works fine for me.  When a C++ source file is compiled the
buildaction attribute is set to "cxx_build".  This will be passed to
the link step and the cxx_build action is invoked (this is defined in
the default.aap recipe).

Note that this problem does appear when no source file was changed.
That's a known problem.  The buildaction attribute isn't set then.  You
can verify this by deleting one of the .o files and running Aap again.

I'm afraid a solution is not simple.  We would probably need to store
attributes on a .o file in the signature file.
