question why it does work on not changed files here?

hi all,

when I have this recipe, why does it constantly copy the two
files, even when they are did not change at all?

-----------[ recipe ]---------------------

myfiles = file1 file2                  
all  : $myfiles                       
         :sys cp $source ./ddd/
