Perhaps you can try making a shell script that executes cvs with the
arguments given and then exits with a zero exit status:
#!/bin/sh
cvs "$@"
exit 0
Then use "aap CVS=3Dthe_shell_script update".
If it works OK then we know the problem is that cvs exits with a
non-zero exit status.
