I don't think one should look at specific GUIs for ideas on how to implement 
this. I suppose this functionality should go into the core, and the core 
should be independent of the GUI toolkit used.

I think your original idea is just fine! 

I don't see the need for XML at the moment, as elements.txt doesn't use it 
either, and adding XML to the core module seems too much hassle at this point 
in time.

I'm not so sure about this one. Shouldn't the NN automatically know how 
difficult the item is by looking at the current grade and the number of 
repetitions?

I think providing a better trained NN would be better than adding feature 
bloat in the form of these difficulty values.
