Adding a contrib dir to our project.

Hi,

Stephan Hegel wrote a pearl script that converts Supermemo C-Q-Format
to elements.txt. He wants to give it to a "contrib" directory for our
project. I think that is a really usefull tool for all of our programs. 
Maybe there could be other developers with such tools. So we should add
a global contrib directory where such things can be stored and released.

What do you think?
