Originally, OpenSSL 1.1 was required but this got relaxed a bit
later and the dependency was never updated.  I've just rebuilt the
1.9.2 binaries on Debian 8 and Ubuntu 16.04 which were the two
affected platforms.

You should be able to install the packages now without an error.
