Option to change to user's homedir?

Would anyone find it useful to be able to specify that a command
run via sudo be started in the target user's home directory?

This could be via the command line with an option like --change-homedir
or a similarly-named sudoers config option.

A bug was recently filed due to confusion over the behavior of the
always_set_home and -H options.

Sudo's current -H flag is not very useful now that HOME is set to
the target user by default but changing its behavior is likely to
cause problems for people still using it.
