Have you tried downgrading sudo on the CenOS 7.6 machine to version
1.8.19p2-14.el7_5 to verify that it was the sudo upgrade that caused
the change in behavior?
Sudo doesn't do anything with control groups itself, though it is
possible that there are PAM modules that do. You could try disabling
pam_session and pam_setcred and see if that makes any difference.
E.g.
Defaults !pam_session, !pam_setcred
