xmltv-0.5.31 and xmltv_prereq-6 released

xmltv-0.5.31 is out.  It fixes problems with summer time changeover in
many grabbers and adds a new grabber tv_grab_na_dd, which will soon
replace the current tv_grab_na for US and Canadian listings.

The new grabber requires the module SOAP::Lite, so I have also made a
release of the xmltv_prereq package.  I also took the opportunity to
include the latest versions of Tk and Tk::TableMatrix, which should
fix the build problems some people have had with these modules.
