I didn't realize this myself so I'll mention it in case others also
didn't know but zz is reserved in ISO-3166-1 for exactly this sort of
thing (i.e. user assigned purposes).

FWIW Musicbrainz uses XW (also reserved for user assignment) for
"worldwide" and defines some others e.g. XE for pan-European.
