I think the only (sort of) target deadline is due to the one distro having feature freeze by Feb 21st (if the upstream is not released somewhat in advance of that date it will likely not get included without jumping through substantial hoops). Targeting early/mid January works for that distro as long as the tag does not get delayed for a lot longer beyond that. Obviously this project should not be a slave to any distros schedule, and if it is not ready, don't tag it.
