Hey Robert,

I've added the Windows zip file to the release on github by editing the
release page and uploading the file. This adds a markdown link to the
release text which I then moved to a new section at the bottom of the
release notes.

I'm not sure if there is an alternative way to add assets to releases, as
this is the way the release page provides. The uploaded assets are stored
on github.

I'm ignoring sourceforge for everything apart from mailing list admin, but
feel free to add the windows releases if you want to.
