xmltv github discussions

Should the project consider opening up
github discussions?

You do need a github account to participate,
but for some people it might be a place to
communicate in preference to email lists
(and some of the things people open up
issues for should really be discussions,
and not issues, although, as with all else,
deciding what is what is not always easy).

Note that only admins of a repo (which
I am not) can enable discussions, so if
one of the admins believes it is a good
thought, they will need to enable it.
