I *think* one can (mostly) duplicate the existing windows
build section (call it windows-build-32bit?) and add
the following steps at the beginning:

      - name: uninstall existing strawberry perl
        run: choco uninstall strawberryperl

      - name: install 32-bit strawberry perl
        run: choco install strawberryperl --x86

and likely change the artifact name to something
like xmltv32.exe?

Maybe.  This is basically untested, and I have no
way to know if the result is properly 32-bit.
