Not a bug.
The order in which the programme categories are output is random (or more specifically, 'indeterminate').
The XMLTV specification allows for multiple genres and does not prescribe an order.
While it would be possible to, for example, sort the list alphabetically, there is then obviously no guarantee the 'most important' genre will be listed first, and it is not possible to accurately determine the "overall" genre (as you've seen with Atlas itself believing that 'National News' is 'Sports'!).
Better to fix your downstream program (MythTV?) to properly adhere to the XMLTV specification by accepting multiple genres.
