Yes, a normalized file would be much smaller. It would also require all the data to be loaded into a database or data structure to resolve the references. The program data can now be processed sequentially just using the data in each record. At least that's what I think Ed's reasoning was when he created the format ages ago. At this point, if it was changed, it wouldn't be XMLTV :) I think the channel info is separate probably because it is used outside the guide data and it also was added later. That's my guess anyway.
