We don't normally put commandline arguments in a config file, but I can see there may be some merit in doing this to help downstream apps which are unable to set commandline arguments properly. You may like to raise a Feature Request for this?  https://sourceforge.net/p/xmltv/feature-requests/

For listing errors you would need to report to the source data provider (the Press Association). (And if you find a way of actually doing this please let me know! :-) )
