I think there's a way for the nightly tester to store API keys on the server outside of the usual test.conf file? (e.g. I think it does this with na_dd?). I don't know how to do that. We can fix the uk_atlas noprogrammes by getting an API key just for the tester, but we don't want to make that key public. So we need the nightly tester to use a private test.conf file.
