The xmltv-0.5.67.tar.bz2 is a source tarball and contains no compiled
code. It does contain details of building XMLTV for Windows, but
apparently no details about where to get the pre-compiled Windows
executable.

The current 0.5.67 Windows build can be downloaded from:

https://sourceforge.net/projects/xmltv/files/xmltv/0.5.67/

I'll see about getting the README updated to point back to SF for the
Windows binary.
