Probably not for some time as the Windoze builds aren't very frequent.

A workaround is to manually change the first line of the input xml file from
~~~ encoding="iso-8859-1" ~~~
to
~~~ encoding="iso-8859-15" ~~~

I appreciate this isn't very easy to automate in Windo$e but you might be able to find a batch editor which could do it.
