Problems with section

Jesus, that might a total newbie-question, but when I type something like this:

<cut>
@SysInclude { doc }
@Doc @Text @Begin
That's a test text.

@Section @Title { Test } @Begin
@PP
That here is a test section.
@End @Section

@End @Text
</cut>

I get the error: "5,1: no @SectionList galley target precedes this @SectionList&&preceding". What is
wrong here? Does @Section work with doc?
