Details:

Trying to do a tla commit after a change of only adding files fail with an
error message "make-changeset-files: file missing from ORIG tree (file)
which essentially means file not exist.

This commit should be able to succeed.

Workaround: change some other existing file and commit these changes
together


Minor bug but annoying
