cygwin patch merged

Hi, I have merged in the (tla portion of the) cygwin patches from Lode
Leroy, available from his page at

http://www.geocities.com/lode_leroy/arch/

so cygwin is now supported in the main release, still using the
customized diff and patch built with the patches by Lode or the
binaries provided by Lode (available from the same page)

These change are in the latest snapshot.
