I don't know enough about other cases to have a clear opinion, but in my
case, the reason why I'm interested in having some kind of package-installer
for Emacs is that:

- every Emacs package does it, tho differently every time.  The most common
  method is to provide a list of manual steps :-(
- many Emacs packages are a single file, and I'd rather not wrap them in
  a whole separate directory with a couple extra files on the side for meta
  data, just for the sake of package management.
- the compilation step is usually trivial, so things like autoconf aren't
  very useful since they don't provide much useful support for install.
- most existing package management I've bumped into tend to be focussed on
  system-wide install, whereas I expect that many Emacs users need to
  install packages in their home dir.
