It's helpful to grep the tla source code for the error message in cases
like this.
I didn't look into it depth but at quick glance it looks like that error
message comes from a problem with the archive version string normally
found in ".archive-version" in the root directory of the archive.
Perhaps that file is missing or inaccessible or there is version skew
for some other reason.
