bkd does not serve html on Windows

I am trying to setup bkd in order to view my repositories and I can't
seem to make it serve web pages.
I went through the documentation but with no luck.
 
Does the free open logging version of Bitkeeper support BK/WEB?
If it does, has anybody made it work under Windows (2000 or XP)?
Please provide steps to set it up.
