for now, since i'm still not sure i have the right design, i'll keep
adding to the wiki over at ntp.isc.org.  i'll get feedback from my
buddies here (or anyone else who wants to jump in) and at some point,
i'll ideally have something that represents a good intro.  then you
can scavenge what you want if you think any of it is worth it.
