S files stored uncompressed

How do I get Bitkeeper to store the S files in an uncompressed format.
I have tried bk admin -Znone <file>
I have also tried bk admin -Etext -Znone <file>
I tried setting the default option in etc/config  (compression: none)
None of these seem to make any difference the S file is always stored in compressed format.
