I think this might be possible now, perhaps with rdiff defaulting to -uN 
for backwards compatibility.  Patches welcome!

As I explained to Stefan Monnier in my recent email, this would corrupt 
any branches off of 1.1 as currently implemented.  It's possible that 
tweaking import to accept/create a dead revision 1.1 might work with a 
little bit of other magic.  I'd love to see a prototype with test cases!
