You are right about this part. The logic could probably be changed to
look for 1.1.1.1 in a new place.
What you seem to have munged is that currently, the text of an initial
import is stored in 1.1, _not 1.1.1.1_. Successive imports are stored
in 1.1.1.2, 1.1.1.3, and so on.
What I am saying is that something about the way CVS stores data in the
RCS files on import will have to be changed, which I thought you said
you were trying to avoid. 1.1 is already marked dead in the case we are
discussing and would no longer be usable.
