Usually a bad idea to muck about with branch tags after they have become used.

cvs_acls[1] may help, and it was probably in your distribution, i.e., do a 
`locate cvs_acls`.
documentation for it is at [2], and perhaps could be found by `locate 
cvs_acls.html`.
