How to prevent cvs checkout for specific labels

Hi All,
Is there any trigger/hook or any other mechanism to prevent CVS
Checkout/export/update operations for specific labels.
Ex. TAG1, TAG2, TAG3, TAG4, TAG5
checkout/update/export operation for TAG1 & TAG2 should fail. (cvs co
-r TAG1 mod_dir)
