Even though "nul" is used internally by Windows
for a file with no bytes, surely the actual output
diff should have /dev/null in it for use on remote
systems that may not be running Windows?

Isn't /dev/null standard for diff files?

Certainly in 2011 whatever version of CVS I was
using (for Windows) was outputting /dev/null.

1.12.13 is dated 2005, so older than 1.11.23.

I will probably be porting CVS to PDOS/386 in the future,
so will upgrade as part of that.
