This is no relic. The file watching is far from perfect and I think
that the folder view doesn't modify the contents if any command
changes the folder status or creates or removes comamnds if you take
it out.
There is room for some improvement here by moving to NT-specific
watching APIs, adjusting folder view to catch up and fine-tune as to
which commands require refresh.

I am hearing from time to time - why would you work with many files in
flat view anyway? It's like in that joke when the patient is complaing
to the doctor that it hurts if he bangs the head into the wall. Well,
stop bangin yer head! ;)
