Indivisually, I don't want local modification time...
(At least, if it would be provided as a new column.)

I have experienced sometimes being confused when
I was going to use date info as the option of update/
merge, even now. (The situation is occured when some bug
appear on the timing expected `unimportant'.) I'm afraid
that date columns more than one would encourage confusing
for users.


Though it would be almost the same for the original subject,
i.e. changing date format, but I can tell you slightly
different story.

In truth, I already have its implementation written by
Japanese contributor(not me) before more than at least two
years. In Japan, many people use `WinCvs Gottani version'
("Gottani" means "hotchpotch"), and someone had implemented
it in the version.

Because I had no idea for rewriting it(and I'm not interested
in), so I can't explain its internal, but I can extract it and
can show it here if anyone want it strongly. (But I wouldn't
like to have warranty for its contents.)

The "timestamp/mod-time/date-format problem" appears in
some places, for example LogParse.cpp(IMHO, we should
show it in UTC for update/merge options), so I want a
single behaviour from single thought, standing on POV:
"Whether it is enable to use for an argument to -D."
I think it's the much better way in order not to confuse users
than being concerned what kind of displaying would be more
familiar...
