For now I consider that a "maybe" ;)

In the case of the modification date only local time makes sense. Only the
times that relate to repository should be in UTC. I am not sure whether it
should be a preference. From experience it's very easy to operate UTC times
once you get used to it and make adjustments for local time in my mind as
needed.

Not really. State is a fixed and clearly defined column. Timestamp
information is more of a hint, an explanation. It would be very hard to
provide sensible translations if we mix the State column with that
information.

Come to think of it, "Hint" looks like a good name for new column.

I am not sure but I think it's stored in local time. For the first
implementation we can just display it as it is stored and then provide
setting along the road...
