I am not sure what exactly can we do. Cygwin is apparently putting the
corrupt TCL dll file in the PATH. It's not feasible to control that every
dll file is not corrupted on a given system. Cygwin is simply damaging
user's system and not only WinCvs but any software using that dll will be
affected.

Just make sure your editor doesn't re-format the whole thing for no
reason....
