Again: problems with SHACF_FILESYSTEM

I'm very sorry to bother you, but I can't build Wincvs 1.3b16 under Windows Server 2003 with Visual Studio 6.0.
The error message is:
"e:\wincvs13b16_src\wincvs\wincvs_winutil.h(48) : error C2065: 'SHACF_FILESYSTEM' : undeclared identifier"

I've read all messages in cvsgui-dev mail-list and installed Service Pack 5 and latest Platform SDK.
Does anyone succeed to build it under Windows Server 2003?
