There is something wrong with your Platform SDK installation or Visual 
Studio configuration. SHACF_FILESYSTEM is described on MSDN:

Make sure your environment is correct, specifically the Directories 
settings in the IDE. I am not sure that Platform SDK installer will do 
that for you...
