Popup (context) menus all platform-specific?

I've added the plumbing for popup context-sensitive menus to the GTK2
version of gCvs. I'm still struggling to understand how all the pieces
fit together (rf, common, etc). I've downloaded the source for
WinCvsSrc. From what I can tell from grep and looking as select files,
it appears that handling of popup menus is all done on a
platform-specific basis. Is that a correct understanding? Unlike
UCvsMenuBar, I can't find anything that handles popup menus in a general
way.
Until I'm corrected, I'll proceed on that basis. I'm going to try to
implement UCvsPopupMenu, as it looks from the Linux/GTK perspective
anyway that popup menus are constructed similarly to drop-down menus.
