I think I've got this fixed.  I switched from UEventSendMessage to
UEventPostMessage in the deactivate signal handler.  That seems to give
the command time to get started.  I've uncommented "delete this" in the
OnDestroy handler in UCvsPopupMenu.cpp, and everything seems to be
working now.

I haven't done the "Customize this menu" part yet, but that is why I
pass in target to UCvsPopupMenu::CreatePopupMenu, so it can
differentiate between being called for folders and files.  Another
day...
