Well, my 64-bit system upgraded itself to intltools, so I was stuck.  I 
managed to hammer away at the build until I got it working with the new 
intltools (0.34.1).  Turns out only Makefile.am, configure.in and 
am_macros/autogen.sh need to be changed.

Richard, please let me know if I should check these changes in.  We are 
at a fork in the road.  The xml_i18n and intltool implementations are 
not compatible, so we have to pick one or the other.  I suppose with a 
bunch more conditional code we could accommodate both; there is a 
partial attempt at that in am_macros/autogen.sh.  My inclination (now 
that I've figured all this out) is to just go with the intltool version, 
since the GNU maintainers have abandoned the xml_i18n version.
